Chicago cops' 'racist' brochure depicts African Americans as junkie character Tyrone Biggums

The North Chicago Police Department has been accused of racism after it published an academy brochure apparently peppered with stereotypes of African-Americans - including a picture of comedian Dave Chapelle's junkie alter-ego Tyrone Biggums.
There is even a page with a picture of Chappelle appearing as the stumbling drug addict he created for his Comedy Central show, with another man portrayed as bug-eyed and slack-jawed in a mug shot.

Lake County NAACP president Jennifer Witherspoon said the handout reinforces 'every negative stereotype blacks as a people have been fighting against.' But, honestly, who, or what, is to blame most for reinforcing the stereotype, Dave Chapelle, who put it out there for millions to see, or some in-house training brochure at a police academy that was seen by just a handful (relatively speaking) of people?

Yes...it’s a bombed-out suburb of Waukegan that was once a major industrial town. Believe it or not, it makes some Chicago ghettos look good.

The thing about stereotypes is, they become stereotypes for a reason.

I’ve seen this before as a rookie, Johnson. Some negro dressed up like a police officer and handed out racist material in order to set up the department for lawsuits. Just shoot him in the back and sprinkle some crack on him.....we don’t even need to write a report on this one.
