Pardon my ignorance but what exactly does the Secretary of State have to do with oil pipelines?
Why don’t they just build the damn thing to North Dakota, and worry about the last 100 or so miles later.
For several decades, any import/export oil, gas, petroleum product pipeline requires the approval of the State Department. It is more a function of importing/exporting critical items than related to oil.
Are you willing to invest in a company that spends billions of dollars on a project that cannot be completed?

Is there already a pipeline connecting the Bakken production fields in ND and MT to refineries on the Gulf Coast?
Yes. The following map illustrates the major oil pipelines in Canada and the United States as well as the North American markets.
And there are others being built.
There is not enough capacity to handle all the oil. A lot moves on rail as well.
