The USPS considers EBT in the same category of payment as a debit card and states on their About page, "Most debit cards and Electronic Benefit Transfer (EBT) cards are accepted for all Postal Service products and services."
Thus, a customer not belonging to any bank could use EBT to purchase a money order to pay a bill or send money to another personor even acquire a passport.

Well, why not? EBT cards have been used at strip joints and cruise ships, to buy lobster, cigarettes and gasoline!!
Hey You!! Get to work. Millions of obamabots are “depending” on YOUR paycheck!!
EBT can be used for food stamps as well as cash benefits programs, often the same person is getting both on one card
Answer: a bowl of soup or a cup of coffee.
I live near Louisville, Ky and see TV commercials all the time for a local Grocer there who advertises get $5.00 cash back if you spend $50.00 or more even with your EBT. This is clearly illegal you aren’t supposed to turn EBT into cash. It’s also illegal to buy EBT dollars from someone who gets the benefits. When the EBT card came out it was supposed to stop the illegal sale of Food Stamps. Clearly the lifelong recipients have had ample time to figure out how to work the system. The only welfare handout we cant get them to accept is an education and a job.
They have also been used to buy elections.
He told me about a Masshole woman who was so anxious to get cash for her EBT card that she bought deposit beverage cans and put full cans through a recycle for cash machine and shut it down due to mechanical failure. I was incredulous until I looked up the true story.
At least the slackards in Pennsylvania aren't so damn lazy that they won't even drink the stuff in the cans first.
EBT CARD CHARGES
There are a lot of postings and threads on this subject. I wish that when FR’s put postings up they understand how that system works and identify the state where those abuses are taking place.
States still regulate what is allowed to be charged to an EBT card. Most of them restrict purchases charged to them are for food only some even for certain kinds of foods.
IDENTIFY THE STATES WHERE THAT STATE IS PERMITTING OTHER THAN BASIC NECESSITIES TO BE CHARGED AGAINST THAT EBT CARD
While it is great to gloat over ones successful life style and circumstances they have no need to resort to use them there are those who because, they have no choice.
WHICH IS WHAT THE ROMNEY CAMPAIGN SHOULD HAVE DONE ....BLAME THE REGIMES POLICIES THAT CAUSED THE INFLATIONARY SPIRAL THAT MADE FIXED MODEST SOCIAL SECURITY PAYMENT WORTHLESS CREATING DEPENDENCY ON GOVERNMENT DOLE... NOT DOING SO ALLOWED THE DEMO-COMS TO PORTRAY ‘REPUBLICANS” AND PARTICULARLY “TEA PARTY” GROUPS GET DEMONIZED AS HEARTLESS....THAT ALONE HELPED CAUSE THE DEFEAT.
In the next couple of days MSM will be touting highs in the stock market. THAT DOLLAR VALUE WON’T BE BUYING THE EQUAL VALUE IT WAS 10 YEARS AGO
Can’t buy food and drink online with an EBT card. But you can shop in your local grocery for food and drink items up to your monthly spending limit.
You haven’t even gotten to the 20-30% of the balance on all cards that the banks steal by charging ridiculous fees. Someone needs to look at Chase, Bank of America and Wells Fargo. That is the real crime compared to the store owners.
Debit cards debit money from your bank account. They work just like checks do - in the old days when people wrote checks.
The bank charges for EBT cards are outrageous. They get one or two “swipes” for free and then after that it is like $2-3 processing fee per swipe off the balance of the card.
For poor people (that don’t pay attention to those charges)... they make lots of little charges (under $10) and end up paying out 20-30% of the balance in fees to the bank.
How is that like a check from the old days?
