I say replace the death tax with the following tax: in any household where anyone votes Rat,the IRS would seize all household assets above $250K and all forms of income that total more than $50K/yr.No such household would be allowed to ever have a combined net worth...or an annual income...greater than the figures mentioned above.
And yes,the IRS would be given the power to *very* closely monitor "households",net worth *and* income.
