Yes, the NY Fed is, in essence, the Fed itself.

I have posted just this a few times and that the Fed HQ in DC is more of a PR machine devoted to schmoozing Congress and the President and foreign nations type outfit. A huge PR operation also conducting tons of useless liberal oriented studies. Also a huge lib and affirmative action hiring hall. No one would notice if the DC Fed fired 70% of their personnel. David Petreus' wife got a no_heavy_lifting $186,000 year job there. The DC Fed does set a lot of Fed policy with all kinds of meetings and consultations with the regional FR banks.
But the NY Fed is where the action is, is down in the trenches every day with open market operations and lots of other jigging and re-jigging of the banking system.

This reveals yet again that the power rollup ultimately ends with these transnational bankers at the top, and offers evidence plain as day as to who "runs" the CIA.

OSS was started in WWII with men who worked for what ultimately rolled up the chain of control to the European banking families. The Dulles brothers were operatives going back to the 1920's, were instrumental in OSS and later in CIA. The Council on Foreign Relations, and it's big sister, RIIA, or Chatham House, in the UK, were set up to effectively control UK and US foreign policy; on the Continent the family branches there have been key government advisors for centuries. Ergo, international banking families have those in the top management positions of foreign policy and intelligence firmly under their control. They do not need to control every person in those organizations; to the contrary, they want as few people as possible in those organizations to even know who is really calling the shots. The way to control any organization is simply to control a few key leaders, and to be able to replace them with new operatives whenever necessary. The power of their control stems from ownership; enough to control boards of directors of banking and industry. Not only do governments feel that they "need" banking to float their bonds, politicians can't help but see big money backers as their ticket to a successful political career.

The key to influencing revolutions and wars is having the ear of the head of government and having significant control of diplomacy and intelligence on both sides. This can be nicely done through different branches of the family organization. Only certain key information is necessary to know and control - the rest is simply noise that does not matter. Centuries ago the families figured out that news media control is essential, i.e., public opinion control, and the intelligence and spying business was also a necessary business for them to have their hand in, and with that they could set up wars or revolutions, be the supplier of capital to them and then reap rewards of profits and increased control at wars end.

The intelligence community part of the operation serves an inadvertant essential purpose for the banking families - it lends itself very well to making the facts sound like a preposterous conspiracy theory. How crazy, that banking family interests have anything at all to do with the CIA. But make sure to wear a monstrous-sized diaper if you read up on the Dulles brothers entire careers, both regarding their relationships with Wall Street and the CIA, because you'll cr@p your pants terribly, saying to yourself, "why... why... they no tell me this in history class".
