The Illinois House on Tuesday voted in favor of bans on semi-automatic assault weapons and large-capacity ammunition magazines, though the proposals still face several legislative battles before they could become law.
The approved proposals were six amendments to a bill that House Speaker Michael Madigan left blank on purpose, and they were okayed in an unusual process that Madigan began using last week to allow legislators to debate at length on contentious topics. The House still must approve the full piece of legislation for it to move to the Senate, and none of the six votes taken Tuesday as lawmakers debated what would go into the measure had the same support as what is required for a bill to pass the House.
One of the amendments would make it a felony for anyone to sell, purchase or transfer a military-style assault weapon. Should the amendment become law, it would make it illegal for civilians to possess these types of weapons after a 300-day period following the measure's enactment.
Chicago Democratic Rep. Edward Acevedo, who sponsored two of the amendments, said civilians shouldn't own such weapons because they were designed for "mass destruction."
"These weapons are not for hunting. ... They're designed to kill a group of people at one time," Acevedo said.
Acevedo said the weapons include those that were used by the shooters in the massacres at a movie theater in Colorado and at Sandy Hook Elementary School in Connecticut last year.

Yes, pulling the trigger on a DOUBLE-ACTION revolver revolves the cylinder to advance the next chamber. BUT, the revolver, either single-action or double-action, requires the shooter to extract from the chamber, the spent casings, and to load fresh rounds, either by hand or assitant device.
No, it does NOT ‘eject the spent cartridge and load into the chamber a fresh round’, which is part of the SEMI-AUTOMATIC reloading process of a pistol.
Now, a choice ... a 1911 with either a 7-round or 8-round magazine of .45 ACP cartridges, or an S and W Model 25 in the equivalent caliber?
Premature to get excited. No actual bill passed today. they are constructing a bill through the amendatory process. The bill they are constructing is a Frankenstein creation that does not have the cumulative support to pass as a completed bill. This is all kabuki theatre orchestrated by Madigan to optimize electoral results for dems in 2014. The idea has been to get vulnerable republicans on record per a given amendment that can be translated into a negative 2014 ad. Like “rep x wants guns to be carried by strangers near your child in school,” when the reality of the “near schools” amendment (don’t ask me for the number) was to create exclusion zones so vague no one could carry in a town of any density (read that however you like).
In any event, today’s amendatory voting games may be getting hype from the AP, but it was even more of a non-event than last week’s circus, because most of the pro 2A people are not even playing Madigan’s game, not even voting. There’s a theory Madigan may actually want “constitutional carry,” precisely because it will be chaotic (every town will make up their own rules, and without state preemption, it’ll be a nightmare). But the 2A coalition that has formed between repubs and downstate dems in rural areas appears to have the real votes to block any Madigan gun ban monstrosity and to pass a decent CCW, so the endgame is not a foregone conclusion.
BTW, IGOLD today. IL FReepers should descend on Springfield and encourage some of the good people we have on the front lines. It makes a difference.
