The IRS is in charge of enforcement. The IRS is who put Capone away. What would Texas Rangers have to do with Federal enforcement?
It would be the feds trying to enforce,
and Texans refusing to allow that enforcement.
If that happened, the feds would have to walk away with their tails between their legs.
And they can't even win a World Series when they are one strike away.
