That’s one of the great things about Texas - yes, it can.
It can probably survive better without “federal funds” than the feds can survive without Texas income taxes.
Also, Texas is a net exporter of electricity, so no fed leverage there, either.
Can the rest of the country survive if Texas cuts off the oil and gas pipelines? The state can sell on the open market at a greater profit, instead of fueling the eastern and northern states.

Indeed. Many Americans are unaware that there are three separate electrical grids in this country -- the western grid, the eastern grid, and the Texas grid.
We're the only state in the union that can unplug from the rest.
