it's illinois ~ but these guys could simply be jobbers for a mob owned company somewhere up the scrap metal line. This is a traditional mafia business opportunity ~ but think about it, with metal use down in the Obama economy, these guys were probably starving to death.
Somewhere in Chicagoland I am sure somebody has to have dismantled a building just for the girders and trim.
