Seems like when the intown housing projects were razed in the mid-90’s, the occupants largely ended up in Clayton & S Fulton county.

And the waves continue to spread outward. Housing prices and school rankings in northern Fayette County have been steadily sliding for the last 6-7 years as people flee across the line from Clayton.

If I recall correctly South Fulton was taxed for something like fourty years for a water / sewer project that was never installed.

The water/sewer betrayal turned out to be a blessing in disguise for South Fulton, because you can't have high-density development with septic tanks. As a result of this lack of progress, huge parts of the area have remained semi-rural with minimum tract sizes as high a five acres. Lack of high-density development has kept Obama's people out, so far...

YOu are right about that. There is a tipping point and if the left keeps pushing, it will be reached sooner or later.

Is there a black majority run city anywhere that is successful? In the US? In the world?

Can't think of one, but I'm sure the Democrat "mainstream" newsrooms have plenty of stories archived that talk about some city or another being "a model of... (whatever)". There are some old stories about Atlanta like that, as a matter of fact.
