HB 158: Relating to the designation on a person's driver's license or commercial driver's license that the person is licensed to carry a concealed handgun. Sponsor: Rep Taylor, Van

This one would let your local yokels take your tax money and then prohibit a gun show in your town. Maybe even your home owner's association... and we all know how THAT would turn out.
HB 1030: Relating to the authority of a political subdivision to prohibit the sale of firearms on public property in certain circumstances. Sponsor: Rep Taylor, Van

Here you go - Universal Background Checks:
HB 3143: Relating to the creation of certain offenses concerning firearm sales at gun shows; authorizing a fee. Sponsor: Rep Anchia

Yeah - we need additional hoops to jump through when applying for a Texas CHL:

Apparently this week is the end of the bill-filing period for this legislative session, and since we all know that democrats are stupid and lazy, they've waited until now to file their state gun assault and are coming out of the woodwork.
I despise these people and am hoping that the only gun-related laws that actually get to the floor are the Firearms Owners Protection Act and the bill to essentially nullify Federal weapons laws.

But the only way that will happen is if they are smothered under our calls and letters and emails.

The better to demonize you! If they do that then many people will be able to sneer at you or deny you service or suspect you of carrying where you shouldn’t be.

There is a reason for this.

If your drivers license states you have a gunm that gives police reasonable cause to search your vehicle, every time they pull you over.

Read HB 158 more carefully: it is optional, not mandatory. I'll guess the rationale is to allow a CHL holder to only carry a driver's license, and not worry about having to carry a separate CHL.

Also, you should read HB 1030 more carefully. It's for municipalities, i.e. city governments. Not home-owner associations. And, it doesn't give municipalities the authority to prohibit gun shows altogether. It only gives a municipality to prohibit firearm sales on public property, unless it's a permanent retail store.

I'm not saying that either one is a good idea, but neither is as bad as you purport them to be. Van Taylor is a pretty conservative representative, even among Texas Republicans. However, I'm surprised he is sponsoring HB 1030.

The police already know you have a CHL when they run a warrant check on your driver's license number.

I haven't heard of anyone being subjected to a search, unless they neglected to inform the officer they were carrying a gun when asked for identification (as required by law).

Although it's not required, I tell the officer I'm NOT carrying a firearm in the car when asked for ID. Every time I've done that, I've got off with a warning. :-)

The last 2 times we talked shooting and no I don't have a gun with me. Neither resulted in a ticket. Perhaps more are on our side than others think

A BILL TO BE ENTITLED

AN ACT relating to economic development incentives for [Previous Hit] firearm [Next Hit] and ammunition manufacturers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Chapter 481, Subchapter B, Government Code, is amended by adding Section 481.0297 as follows:

Sec. 481.0296. [Previous Hit] FIREARM [Next Hit] AND AMMUNITION MANUFACTURERS.

(a) The office shall facilitate the location, expansion, and retention of [Previous Hit] firearm [Next Hit] and ammunition manufacturers to the state including:

(b) identifying domestic and international [Previous Hit] firearm [Next Hit] and ammunition manufacturers interested in expanding or relocating to the state;

(c) issue requests for proposals for the location, relocation or expansion of [Previous Hit] firearm [Next Hit] and ammunition manufacturers to the state;

(d) upon receipt of proposals, the office shall negotiate on behalf of the state the issuance of funds provided by Section 481.078, or other incentives as provided by this Chapter or other provisions of the law commensurate with the size and scope of the proposed project.

SECTION 2. EFFECTIVE DATE. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2013.

I may have committed the sin of posting-while-pissed last night (and I admit the HOA thing was a crack - except those people seem to acquire more and more authority and hell if I know from where... I think it's assumed and wielded until someone makes them back down), but if HB 1030 passes I think we can say goodbye to gun shows in Travis County. Those loons in Austin seem to have sway over the county.

As for HB158 - (for those who have not read it, the text follows) are you saying that "the department shall" only applies IF the "applicant" "elects"?
Ummm.... maybe so. I can see the optional becoming mandatory after a short time, to save money. I'd just as soon they kill this one, too.

Sec. 521.127. CONCEALED HANDGUN DESIGNATION. The department shall include on each driver's license issued to a person licensed to carry a concealed handgun under Subchapter H, Chapter 411, Government Code, who makes an election under Section 411.1795, Government Code, a designation that shows the person is licensed under that subchapter. The designation must include the person's handgun license number, a statement of the period for which the concealed handgun license is effective, and the category or categories of handguns the person is licensed to carry.
SECTION 2. Section 522.030, Transportation Code, is amended by adding Subsection (d) to read as follows:
d) The department shall include on each commercial driver's license issued to a person licensed to carry a concealed handgun under Subchapter H, Chapter 411, Government Code, who makes an election under Section 411.1795, Government Code, a designation that shows the person is licensed under that subchapter. The designation must include the person's handgun license number, a statement of the period for which the concealed handgun license is effective, and the category or categories of handguns the person is licensed to carry. SECTION 3. Subchapter H, Chapter 411, Government Code, is amended by adding Section 411.1795 to read as follows:
Sec. 411.1795. DRIVER'S LICENSE DESIGNATION. (a) The department shall adopt rules allowing an applicant for the issuance, modification, or renewal of a license under this subchapter, in addition to or instead of being issued, modifying, or renewing the license, to elect to include on the person's driver's license a designation indicating that the person is licensed under this subchapter. The rules must include procedures to ensure that a person who makes an election under this section receives and maintains a designation on the person's driver's license only if the person meets the requirements for the issuance or modification and any necessary renewal of the license under this subchapter.
(b) The department may collect a fee from a person who makes an election under this section in an amount necessary to cover the cost of administering this section.

I'm reviving an old thread, but I noticed something interesting last week:

My bank requires two forms of government-issued ID to open an account. But, the combination of a driver's license AND an CHL is considered acceptable.

Yes, I know that the Texas legislature passed a law last session that designated the CHL as a legal form of ID for voting. And, the DPS also accepts the CHL as a supporting identity document.

The reason I found it amusing is because both IDs are issued by the same agency. It would be like using my debit card AND my credit card from the same bank....

You will definitely NOT want to take advantage of Texas House Bill 158 (should it pass), then.

I wouldn't, anyway.

Very few people know I have a CHL, and I prefer it that way.

No it doesn’t, you have the right to “refuse” that search...There is NO probable cause, just because your driver’s license has an identifiable class or condition to your capability...

In reality, 99.95% of commissioned law enforcement officers in the state of Texas do not care (or are indifferent) if you have properly identified yourself (per the law) of your CHL status...

If you get pulled over, you HAVE broken the law anyway on a separate matter, and that is the focus of the contact and business you’ll have at that time...

Do not expect a free ride or warning either just because you carry a firearm under the provisions of the CHL law...That is an insulting expectation to have...It will more than likely get them to write faster...
