Tim Scott was appointed to replace Jim DeMint who’s term would have been up in Jan. 2017. So Scott or a primary winner would be on the ballot to become the elected person to fulfill the remainder of that term.
Nikki Haley appointed Tim Scott to serve as Senator until the 2014 General Election and with the intimation and the public’s understanding there would be a Republican Primary.
