There is good money in proposing mega-projects unlikely to come about. Not in making them happen (unless from some fluke they do), just in proposing them.
I think the idea of buying Belle Isle and making it a tax free territory was a more feasible idea that would produce tax revenue by virtue of having offices onshore in both Canada and the USA.
