The crucial part of the article follows...the POPE is not a socialist--he thinks governments that foster dependence are wrong! Check this excerpt from the article:

"Cardinal Bergoglio said the challenge to eradicate poverty could not be truthfully met as long as the poor continue to be dependents of the State. The government and other organizations should instead work to create the social conditions that will promote and protect the rights of the poor and enable them to be the builders of their own future, he explained."

We DO have LIMITED true poverty in America, but NOT to the extent the Progressives tout....parasitic generational government-dependency is a way of life for father-absent-and-unidentified inner city tribes. Appalacia, for example, and in other rural areas, there is poverty in limited amounts, but those people tend to be proud, God-fearing, WORKING-types, who TRY to pull themselves up with help, and want to find a way upward. They do NOT think others should provide for their every need, nor do they want EBT's to go buying drugs, tattoos, bling, Aire Jordans, Lotto Tickets, Plasma TV's, etc.

BIG DIFFERENCE

The government and other organizations should instead work to create the social conditions that will promote and protect the rights of the poor and enable them to be the builders of their own future …
Tricky language, and note that nothing is really said about individualism.

The Communist Manifesto promises something similar:
In place of the old bourgeois society with its classes and class antagonisms, we shall have an association in which the free development of each is the condition for the free development of all.
The ultimate authority is the Bible, though:
For ye have the poor always with you; but me ye have not always.

— Matthew 26:11; also Mark 14:7 and John 12:8

I found this.. “unjust economic structures that give rise to great inequalities.” disturbing.. I guess it’s all in the interpretation.

In the 3rd World poverty is a direct result of government regulation limiting people’s ability to strive and succeed. Governments there have created classes of citizens as serfs and lords through laws.

How are things different here? Look at any urban area and you’ll see a devastating amount of regulation. The urban poor are entrepreneurs. That’s the natural state, but they have to operate in a black market created by onerous state regulations. These regulations serve only to sustain a leech class of crony capitalists.

Think about driving a cab. You cannot even own a cab without a medallion. By limiting the supply of medallions the cost of one has risen to hundreds of thousands of dollars and even millions. Everyone loses and there are thousands of lasws like that stopping people from living.

Yet, he is arguing for the same type of “positive rights” that Obama believes our Constitution is flawed for not including.
