They called it “global warming” then “climate change” but I tend to like “economic terrorism”. That is the best description yet and it works wonders in a sentence.

But because everyone is driving less or driving more fuel efficient vehicles, we are collecting less gas tax revenue, so we will increase gas taxes to make up the difference.
