The '86 amnesty was supposed to be a one time only deal.

The whole point of the '86 legislation was to be bring the system back under control so that we wouldn't be in a position where we have 15 - 20 million illegals in the country.

The amnesty was the proverbial sacrifice that had to be made in order to achieve the goal. We were finally going to get serious about enforcement after we had absorbed those millions into the system.

Enforcement simply fell be the wayside as the years went by.

I agree with your premise. Problem is because enforcement failed, we have the same problem. The problem also effects business because some commerce depends on the workforce. I will

Enforcement didn’t fall to the wayside. It was purposely ignored by GHW Bush and Clinton and then actively subverted by the Dubya and Obama.
