Um, his residential information would NOT be published anywhere. Also, it would not be accessible at the courthouse. Almost all policemen’s residential information is NOT public record. This was a professional hit.

This search took two clicks
I have five cops living in my neighborhood and everyone of them is listed on the assessors’ website. Not arguing if this was a professional hit or not, but obtaining public information on people’s residences is not difficult in El Paso county.
“Almost all policemens residential information is NOT public record.”
ALL of that type of information is public record.
From the article
“It would have been simple to find Clements’ house. It took two clicks to get his correct street address through a publicly available Internet locator service Wednesday morning. The listing also included his previous home address in Missouri.”
“This was a professional hit”
Fox and Friends has a piece this AM linking this shooting to a Saudi, whose appeal was last denied by the victim.
