The overfishing goes back decades, as well.

The regulatory process is of course deeply flawed (particularly their silly survey system to estimate recreational catches) but if commercial fishermen were left to their own devices without regulation, there wouldn't be a single Cod within 1000 miles of Massachusetts right now.
