The State of Texas can’t tell a local school board what to do. It a local school board wants to buy this it is none of the state’s business.
I think the CSCOPE textbook information might be more widely used than you think (at least from what I’ve been reading - could be wrong). It seems to me to be a national attempt to spread their texts though and has been in textbooks for several years now but just now coming into view via Texas.
