Mark Kelly violated local and federal laws by allowing his dog off leash, which then attacked and killed federally protected wildlife.
I checked the local ordinance which required your dog be learned and state law requiring the same.
Further, he is/was prohibited from taking wildlife, muchless taking its life.
Looks like he also fled the scene, too. That’s probably a crime. I wonder if anyone called the police.
