The Michigan Secretary of state came out in support of electoral distribution by district the other day. I’d say its pretty likely to happen because delegates at the state convention voted something like 1700 to 300 in favor.
It would basically negate fraud in Detroit and Flint.
Assuming Republican congresscritters had districts that voted for Romney and Demon-rats had districts that went for the Assclown, here is how I believe 2012 would have fared in the Wolverine state:
Romney: 9 Electoral votes
Assclown: 7 Electoral votes
As it is, the clown got all 16 votes.
