Yes, except God has changed the covenant referred to in that passage to a New Covenant based on Jesus taking all of the curse meant for us upon himself. (Hebrew 8:9-13.)

We now rest and rely upon God's mercy and grace, not our good works for his help and blessings. But we're living in an age where people say, "'I am rich, and increased with goods, and have need of nothing'; and do not know that [they] are wretched, and miserable, and poor, and blind, and naked" (Rev 3:17).

The situation is more of man's refusal of His love and grace than God's dark and scary judgment which has already fallen upon Jesus (God is just and doesn't punish the same sin twice). It is hard for God to bless people by grace when they refuse his help and say they don't need it. Such is the condition of America and the world these days IMO.

Your reference to Hebrew 8:9-13 WILL HAPPEN, but it hasn't happened yet.
That WILL HAPPEN AFTER Jesus's second coming.
I think the only changes that are current now to the Covenant we have with god is explained in Bread and Wine Ceremony at Passover night.
