I used to fire 3 boxes (150 rounds) when I went to the range, sometimes a little more if I had more than one gun I was working with. So 150 rounds a month isn't a lot to maintain proficiency. If they don't practice and have to shoot but miss and hit a bystander, would it not be reasonable to assess blame on management for not keeping their employees proficient? Better take those guns away then Janet, someone might get hurt.

You can actually get pretty darn good practice dry firing. Get a cheap boresighter laser (not worth a darn for boresighting, but great for this). Aim your empty handgun at a spot on the wall and pull the trigger and pull the trigger and pull the trigger...
When the laser dot doesn’t move at all thru the trigger pull, you’ve finally got a good trigger press down, at least on that gun.
Then keep practicing, or you’ll lose it.

So 150 rounds a month isn't a lot to maintain proficiency.They were only receiving 150 rounds per quarter not per month. Fortunately most agents maintain their own stockpile in reserve because they know that DHS can't be trusted to have their back.
