They are pig-ignorant about a lot of things.
They both know the difference. They are trying to confuse the “low information voter” that doesn’t really care any way.

They lie because the content of the lie makes their argument more emotionally compelling to their target audience.
And their “low information” audience believe them and never hear the folks who would object or correct.
