They can not, of course. The term “buyback” is pure propaganda, designed to promote the idea that the government owns all guns and that they merely allow some people to have some guns, some of the time.
I use and promote the term “turn in” which is more appropriate.
I try to find out about these events and publish them, but I did not find out about this one in time.

Well, you see, everything belongs to the government and they let you keep what they think you deserve. You know, like 0bama saying sometimes you just earned enough, you don’t need more. After all, you didn’t build that!
