We pay this tax in my town. You can avoid paying it by capturing all of your rain water runoff. Of course, that generally costs a hell of a lot too.
One more thing. When they were ramming this tax through someone pointed out that the city had a lot of impervious surfaces (roads!) The city decided the law didn’t apply to them. I know you are shocked.
