FWIW the fire department is saying that the police are treating this as a crime scene, and they are warning of at least two possible secondary devices.

"...fire department is saying that the police are treating this as a crime scene...." .... That would be SOP for an incident like this. The origin of the blast is unknown so they must plan and proceed for a worst case scenario.
