Focusing on a "gay plague" angle, this article is sensationalism bordering on propaganda but that's WND for you. It does us all a disservice.
An "outbreak" is defined as 10 cases per 100,000 people and suggests a disease might be ready to expand into widespread problem. This is why a couple cases among school kids leads to mass vaccination to head off the problem before it's a problem.
Of course, the antivax types (like those who populated the Rick Perry 2012 threads) will be all up in arms anyway and there's no hope of reaching them. Worst of all, their ignorance puts us all at risk since many successful vaccination programs depend upon "herd immunity."

Let’s not overdo it here. Our problem with Perry was that he wanted to inoculate little girls so they could have wild and crazy sex as teens. And he initially made it almost mandatory.
Some of us parents don’t like that idea, anymore than we like schools giving out condoms, clean needles, and abortions. We, generally, don’t have a problem with vaccines in general.
Male homosexuals are the focus because as a class, they are in fact, the number one vector for the spread of infectious agents and the source of antibiotic resistant microbes.
