Of coure one reason is people were excitedly posting reports about all the unexploded bombs, and developing elaborate theories about the nature and number of perpetrators based on the number of unexploded bombs.
So now they feel embarassed that they did all that, and it’s much easier to scream CONSPIRACY!!!! than simply admit being wrong.

"They?" Who is "they?" There was no public announcement about 5 unexploded bombs - it was the Wall Street Journal citing an unnamed source, and they very quickly basically retracted the information after they posted the story.
The Daily Mail and other sources just parroted the original WSJ article.

The mayor is the one who talked about the other bombs, in addition he specifically cited a bomb at the JFK library. Either he is lying or incompetent, you choose.
