the problem is not that he is quiet,
the problem is that he is a devout Muslim
(when they get devout, they take their Koran seriously, and it is literally FILLED with hatred towards Christians and Jews... and instructions about how wonderful it is for devout Moslems to (lie to and) murder Christians and Jews

There were plenty of Jews in Germany and elsewhere in Europe who were shocked when their “quiet” neighbours turned them into the Gestapo. Once totalitarianism gets a foothold in a society, there is never a shortage of “honest” citizens who pop up willing to do the bidding of the oppressors. Holland, Denmark, France, Belgium, Poland, all had significant numbers of collaborators. It could happen here just as easily.
