Some guy walking around with two bags...would have been noticed by folks and already committed by the cops. So I dont think we are talking about one individual doing the whole thing, more likely to be two guys....each dropping one bag. Have you been to a major race? It's not at all unusual to carry four or five bags at once. One friend grabs the stuff for a group of runners and takes it to the finish line. Your idea sounds nice, but it does not work at a marathon.

As a long time prosecutor, I discovered the five rules of successful criminal conduct:
1. Make it worth your while
2. Act alone
3. Do it only once
4. Never tell anyone what you are going to do or what you have done
5. Try to not be too obvious
Anyone who is caught and prosecuted has broken one or more of these rules. If the Boston Bomber kept these rules, it can be pretty tough.
