I may be off base here, but I don’t see that many bomb placements without a team. If one guy was running around making deliveries by himself, it would seem that someone would have taken notice early on.
That one bag by the stand there at the finish line should have caused people to take notice anyway. It was a cardinal violation of modern day ‘suspicious package’ rules.

My bet is that officials knew something was planned, but didn’t want to announce it. That there were government “minders” present to keep an eye on suspects (such as the “inocent Saudi national) and that one of them tackeled the suspicious Saudi national and turned him over to police until he was “cleared” by the Royal Saudi family.
It will be interesting to see what is spoon fed to the media and what some good reporters report on and ask questions about. This all could be the work of an individual, but it looks like there was “a team” bomb planters and lookouts and that would cause communications traffice that NSA would pick up and so there were “minders” present to monitor some of the “team.”
