CNN may have jumped the gun on this one. NBC just quoted someone from the Attorney’s office in Boston, saying that no arrests were made.

FOX reporting an arrest made too, and CBS on the radio here saying NO arrest has been made yet.

Why would they announce it before they physically had the person?

Newsmedia doesn’t appear to understand the federal system.
A special agent can only arrest a person if there is a warrant or if a crime is committed in his presence.
Once they ID’d the person here, they US Attorney had to be called in. Take him into custody, bring him to federal court, and charge him.
