Reid voted NO!!!!..
Reid’s “No” vote was procedural. It allows him to bring up the amendment again at a later time.
Which means he will move to reconsider the vote, that’s all. It also means the amemendment (will) falls.
It was a safe and cowardly vote for him since he knew he didn’t have the votes necessary for passage. It also allows him to bring it back to the floor if and when he thinks he has the votes since he voted with the prevailing side.
