Wicktionary says, "of, or tolerant of, many religions Russia is a multiconfessional state."

It can mean distributing political and institutional power proportionally among religious communities."....The repartition of assembly seats on a confessional base in the Middle East was inaugurated by the Ottoman Empire (e.g. in the Ottoman Parliament) and went on in several post-Ottoman countries with reserved seats for non-Muslim (Christian) minorities (Syria, Jordan), or for all religious communities including Muslim subgroups and Christian churches (Lebanon). ETc etc, apparently it does NOT work where Muslims live, such as Lebanon and Syria (tho it did work in Syria until recently), We do it very well in the USA. So far. Because we have separation of church and state.
