Next line reads: The Congress shall have power to declare the punishment of treason,
I don't really believe, and I doubt you do either, that using a Constitutional power given them by one Article of the Constitution makes them in violation of another Article.
You might have a hard time convincing a court that we are in a declared war against those effected by this legislation.
