those who shot up his boat should be the ones pooling their money together to buy him a new one. What? You act as though the cops were some kind of vandals. They were trying to take down a murdering terrorist, my friend.
Unfortunately the boat sustained collateral damage in that effort, but I assure you, the boat owner fully understands that. The cops may have saved this man's life by sacrificing his boat.
Don't forget, they risked their lives to get this guy.

Yes, if I owned the boat I wouldn't be pounding the table for repayment, just yet. Eventually, yes (It's a $50K boat, according to
this story). As someone pointed out, I could get a fortune for it if I could sell it on Ebay. But I can imagine Ebay refusing to allow it.
