Young New Yorkers would not be able to buy cigarettes until they were 21, up from the current 18, under a proposal advanced Monday by Dr. Thomas A. Farley, the citys health commissioner, and Christine C. Quinn, the City Council speaker.
The proposal, which would give New York the highest smoking age in the country among major cities, is the latest effort in a long campaign to limit smoking that began soon after Mayor Michael R. Bloomberg took office, with bans on smoking in restaurants and bars, and expanding more recently to bans at parks, beaches, plazas and other public places.
The new proposal would make the age for buying cigarettes the same as for buying liquor. It was not immediately clear whether Dr. Farleys proposal would make it illegal for people under 21 to possess cigarettes, as well as to buy them.

What I don’t understand is how the city keeps getting away with it. Doesn’t anybody in Albany have a say?
Even though the ones in Albany might agree, seems to me state law would be controlling over local whims and daydreams...
At what age can you vote in NY? At what age are you considered to no longer be a minor? At what age can you serve full active duty in the US Military in NY? At what age can you buy and sell property in NY? Just wondrin....
I think not. And besides, nobody cared what happened in Germany until they invaded another country.
NYC’s nonsense may yet invade its neighboring states via a sort of reverse California effect.
