Just depends on which way the shrapnel flies, which is random, not uniform.
People don’t all stand in the exact same spot the whole time. They move around a little. Perhaps the mom and boy switched places a few minutes later. The photo wasn’t taken seconds before the bomb went off or the perp would be wounded too.
It concerns me that this needs to be pointed out.
