Current Cali law is that magazines of no more than 10 rounds are legal. However when that law passed they grandfathered in all higher capacity mags.

So if you bought your weapon before the high cap ban, you can still legally use your 30 round mag.

What the LA council is proposing will make instant criminals out of legal gun owners. Not that they care and are probably well aware of this.

I guess the LA City Council is going to get schooled, as the San Francisco Board of Supervisors was with Proposition H, regarding California Government Code Section 53071.

53071. It is the intention of the Legislature to occupy the whole field of regulation of the registration or licensing of commercially manufactured firearms as encompassed by the provisions of the Penal Code, and such provisions shall be exclusive of all local regulations, relating to registration or licensing of commercially manufactured firearms, by any political subdivision as defined in Section 1721 of the Labor Code.

Not only did SF found it an expensive lesson, it must have really galled them to write a $380,000 check to the NRA. And yes there are other codes and case law in California stating that a magazine is part of firearm.
