Yes...they’ll build the inner city and that will push back the underlings...because property values will increase the lowlifers cannot afford...so they’ll naturally move away.
I figure downtown Detroit will be like N.Korea’s main city....the outlying areas will be poor but the city more developed.
Jacksonville Florida had a serious problem with their city in that respect...they put in a huge sports arena which of course pushed back the underlings...then they built up the water front etc.. Really is quite beautiful.
