I totally agree with you. I think puffy coat man is wearing a full-face 'old man' disguise.. Might even be a woman wearing a puffy coat to hide her breasts.

Here's puffy jacket man possibly pushing stroller with partner(?) bent over and possible victim shown at left. Also shown are Saudis (now separated from other two shown bottom right), along with Hispanic male who is seen in many of the photos around blast area and acting odd, especially after the blast. Bomb placement is somewhere in vicinity of puffy coat man.
