When the story of these Kazaks being taken into custody first was posted on FR, some poster (I don’t remember who) pointed out that the handcuffed woman pictured in the daily mail story was of the same general body type and build as a woman seen in the surveillance video of the brothers walking to plant the bombs. I don't recall seeing the Kazaks photo, but I see what you mean.
Also balloon lady who walks down the sidewalk in front of the bombers stops to position herself right beside the lady in the striped sweater/shirt.
I will keep my eye out for Kazaks photo. Please ping me if you find it.

I remember reading that when authorities took these two into custody, a consular car from an unknown nation arrived and a young woman from the same apartment left in that vehicle. I don’t have the link, sorry.
