I don't see the controversy here. This is a known known.

The assumption is the target children are American-born of illegal immigrants. As American citizens they'd be qualified for food stamps directly.

Millions of Mexicans and others pour into our country across lawless bleeding borders intentionally left open as an incentive to enter, by your own government, as millions entering have zero respect for our rules and laws...All this while your government provides them with tax paid prizes, gifts and rewards!
