Citizens of Philadelphia who live in gang-infested and crime infested neigbhorhoods are already in “Shelter in Place.” Many cannot go out of doors at night without great risk of life and limb.
It’s funny but I lived in North Philly on Broad near Diamond during the 60’s at college and I felt more safe than the people there today. Broad and Diamond was the drug center of the ghetto back then, yet white kids could go to the Apollo theater without any hassle.
The Democrats have set back crime control, civil rights, and decency at least a century with their paternalistic, plantation addiction, welfare mentality, and the decent black people suffer the most from it.
If there is a revolution in Philly, it is going to come from the Democrat-oppressed blacks who want to get off of welfare addiction, having a plantation, “Yes Massa” subservience to the Democrat Party, and want their dignity as people back.
All I can say is, in the immortal words of H. Rap Brown, “Burn, Baby, Burn”.
Some call it revolution; others call it urban renewal, and the smart ones call it taking their city and lives back.

you got that right, they are already sheltering in place, just not from swat teams ready to break their doors down. unless an unnamed criminal informant gave their address, then the swat will come and shoot the dog and tear the house up and terrorize everyone.

It's part of what Sam Francis called anarcho-tyranny. In his depiction the citizens get endlessly harassed while criminals roam free. For example there would be prosecution on trumped up charges of "right wing extremists" who write about things like welfare reform under the 1st Amendment while promoting welfare payments for actual Muslim terrorists. One of the basic motivations for anarcho-tyranny is that it is much easier and safer for the cops to go after the nonviolent citizens than to confront dangerous terrorists or criminals. He only died a few years ago, but would probably still be surprised at the level of support for the current A-T, e.g. nullifying the fourth in Watertown is ok for a terrorist (who turned out to be unarmed) but walking safely down the street any other time is impossible thanks to the state-promoted criminal culture.
You are fooling yourself if you think blacks are going to fix Philly. They are the ones who ruined it.
