Bullets are those little thingies launched by a firearms that travel through the air until they impact a target or eventually just fall to the ground.
A cartridge consists of a shellcase, primer, propellant powder and a bullets. Multiple cartridges are known as ammunition. The government purchases ammunition.
Bullets are to cartridges as flour is to bread as cement is to concrete, etc. When will they ever learn the terminology?
In terms of the current ammo shortage; it doesn't exist because of government purchases or ammo manufacturers making record quantities. It exists because of excessive purchases by civilian consumers buying far more than they need, for all kinds of absurd reasons.
We have met the enemy - it is us.

I agree, even after posting comments that might seem contrary. Too many consumers have taken hyperbolic bait from television, publications of all kinds, tales of false, hysterical plans to spy, control, etc., disseminated by fearful individuals in government offices, the same from NGOs, conspiracy story tellers, and several kinds of crooks manipulating markets.
There's no innocent side in the cat fight. All have spread panic and hysteria.
