I suspect they used public welfare resources as a supplemental stipend to their regular employment ~ which probably involved murdering people and/or disposing of their bodies.
The Boston mob was always looking for such people. Stealing from the public purse was a minor issue in that lifestyle.
Yet they were well-dressed, drove nice cars, and Mommy stole from Lord & Taylor, not Wal-Mart. They had some other source of income.
