You have to remember that at some point in time, "law enforcement" ceases to be a public necessity and starts to become an industry. We're way past that point right now. That's why the instinctive reaction of the police in Boston was to get every officer on the street on overtime pay, get every Humvee and armored vehicle rolling on the streets, and get every helicopter airborne.

My little town doesn’t have a regular police force. These days we see a county squad car roll through a couple times per month.
