has to lie somewhere in an area which ordinary people would see as unspeakable, as an abomination, as a crime of such proportions that the entire US government would fall overnight.

That area is the gun running operation that moved thousands of tons of formerly Libyan weapons to Al Qaeda mercenaries in Syria. Weapons used to slaughter Christians and overthrow the secular Syrian government that never attacked the USA.

Gun running. That was my first thought also - all those months ago. But now that hypothosis does not make sense. (Christians in the ME were slaughtered long ago, only a few remain in scattered communites.)
