Actually I believe the origin lies with Sephardic traders in the Carribean, who found a was to boost exports of both cocoa and sugar. The technique itself "exported" to European Jews, where there were Jews in Europe. I've read of the low countries, and the technique spreading to the Swiss, though not sure if there were Jews there. First I'd heard of France.

I've been reading "Chocolate Wars", and haven't come across any references about Jewish contributions to chocolate so far, but I'm at the point of a Cadbury not seeing the opportunity to become established in America. "He may even have walked by Milton Hersey's [attempt at yet another] sweet shop whilst checking out NYC..."

Granted, the book is written by a Cadbury, and for all practical purposes, starts in the early 1800s, but it has been touching on all sorts of inputs and outputs that the chocolate biz was part of back then.
